LCDR Timothy Winn SC, USN (Ret)

Lieutenant Commander Timothy Winn, USN (Ret.), is a native of Kernersville, North Carolina, where he enlisted in the US Marine Corps after graduating from high school in 1996. After four years of faithful and dedicated service, he earned an Honorable discharge from the Marine Corps.
Lieutenant Commander Winn then attended The University of North Carolina at Greensboro, earning a Bachelor of Science Degree in Finance with a minor in Economics in 2003. After graduation, he joined the Navy and attended the Naval Officer Candidate School in Pensacola, Florida, receiving his commission in September 2004.
Upon commissioning, Lieutenant Commander Winn reported to the Navy Supply Corps School in Athens, Georgia, where he was designated a Supply Corps Officer in 2005 and assigned to submarine duty. Following completion of Submarine School in June 2005, he reported to the USS ALBANY (SSN 753) and served as Supply Officer. While onboard, he earned the Submarine Supply Warfare qualification and completed the submarine fleet’s first-ever submarine deployment to the Gulf of Guinea.
Upon completion of his initial sea tour in October 2008, Lieutenant Commander Winn reported to Helicopter Sea Combat Squadron Two (HSC-2) in Norfolk, Virginia. He served as the Material Control Officer and Division Officer for several other divisions within the command.
During this tour at HSC-2, Lieutenant Commander Winn earned the Naval Aviation Supply Warfare qualification and graduated from Old Dominion University with a Master’s in Business Administration with a concentration in Finance in 2011. He directly oversaw the material requirements for the HSC-2 Haiti disaster relief detachment, which delivered much-needed supplies and material to the ravaged Caribbean country.
Lieutenant Commander Winn’s second sea tour was as Supply Department Principal Assistant for Customer Service aboard the submarine tender USS FRANK CABLE (AS 40), forward-deployed from Guam in May 2011. In 2012, he earned the Surface Supply Warfare qualification.
In 2013, following his second sea tour, Lieutenant Commander Winn reported to the Naval Postgraduate School (NPS) in Monterey, California, where he earned a Master’s degree in Government Acquisition and Contracting. Upon graduating NPS, Lieutenant Commander Winn was presented two awards for superior academic achievement.
In 2015 following this academic assignment, Lieutenant Commander Winn reported to the Defense Contract Management Agency (DCMA) in Hartford, Connecticut where he served as a program manager overseeing several multi-hundred-million-dollar contracts for the Department of Defense. In this role, he was appointed as the lead contract negotiator for the acquisition of all future submarine periscopes and accessories, a program valued at over $800 million.
In 2017, upon completion of the DCMA tour, Lieutenant Commander Winn reported back to the Naval Postgraduate School in Monterey, CA. This time as a faculty member in the school’s business department, where he instructed master's-level courses in contracting, sharing his wealth of knowledge with future military and civilian leaders. In addition to his duties as an instructor, he was assigned as the schools Safety Officer, where he taught all new faculty and students the Navy’s required safety training.
In 2019, Lieutenant Commander Winn’s next and final active duty assignment took him to the Defense Contract Management Agency International, (DCMA-I) at Fort Lee, Virginia. Lieutenant Commander Winn was responsible for overseeing all international Department of Defense contracts assigned to Canada and Taiwan. His role was pivotal in maintaining effective management and execution of these international agreements, ensuring alignment with U.S. strategic objectives.
Since retiring from the Navy on 1 July 2021 after 25 years of faithful service, LCDR Winn has continued to serve his community and share his leadership and dedication as the Senior Naval Science Instructor at Union Pines High School, where he mentors future leaders in the Navy Junior Reserve Officer Training Corps (NJROTC).
Lieutenant Commander Winn is married to the former Samantha Meservey of Rochester, Massachusetts, and has three children: Audrey, Johanna, and Jacob.
